To whom it may concern,
 
  Innovation, Science and Economic Development Canada wishes to remind the following: 
 

  • Incomplete / incorrect test report

  1、As referenced in Annex E of RSS-102 the test report shall include the description of the head and/or body phantoms used in the tests, including shell thickness and other tolerances.


  2、As referenced in section 2.2 of RSS-102, "equipment calibrations" is required as part of the RF Exposure Technical Brief. All equipment used in the SAR evaluations, including System Check and dielectric verification must be provided in the equipment list to demonstrate compliance to RSS-102. This would include, but not limited to signal generators, directional couplers, power meters and power sensors, filters and attenuators used during System Check, and the dielectric probe kit used to verify tissue simulating liquid.

 

  3、It must be ensured that the SAR measurement system is configured to use the most recent calibrated e-field probe conversion factors before SAR measurements are performed. It is not acceptable to use different conversion factors for the system check, system validation and SAR compliance evaluations.


  4、As stated in section 3 of RSS-102, Issue 5, “SAR evaluations shall be made in accordance with the latest version of IEEE 1528 and/or IEC 62209.” Presently, IEEE1528-2013 and IEC62209-2 (2010) are the most recent versions of the standards. As such, these standards must be used for head and body SAR evaluations respectively including the uncertainty analysis. Since IEEE1528-2013 and IEC62209-2 (2010) contain limited technology specific testing protocols, FCC KDB publications listed in RSS-102 can be used in the interim until such procedures are included in the international standards. When head and/or body SAR measurements are required, the uncertainty budget analysis must be conducted as per IEEE1528-2013 and IEC62209-2 (2010) and shall include (but are not limited to) probe modulation response uncertainty and liquid temperature uncertainty.
