台湾IT制造商未顺应RoHS(有害物质)被罚

  经调查,台湾IT制造商未顺应RoHS <p>Aug 23, 2006</p><p>测试和分析实验室宜特科技(IST)预测约四五家台湾上市电子公司被发现未符合RoHS(有害物质)指令的要求,并因此被处以罚款。</p><p>欧盟(EU)自今年7月1日起开始正式执行这项指令。该测试公司指出,这些遭到质疑的公司各处以了1000多万元新台币(按32元新台币兑1美元的汇率,计31&#46;25万美元)的罚款,其中一家公司因其无铅产品性能低下,甚至遭到了退货处理(货物价值1亿元新台币(310万美元))。</p><p>然而,经济部称其尚未收到有关已报道案件的任何消息。</p><p>IST的行政层指出,在RoHS生效前,多数台湾公司忽略了其影响力。他们发现其公司内云集了大量的错误分析合约,这表明台湾制造商面临着来自RoHS的重大挑战。</p><p>公司的行政层补充说,台湾制造商在忙于向无铅工艺过渡时,未曾留意到该工艺可能引发的不可靠性因素。</p><p>报导中有关未符合相关顺应要求的公司案例对今年6月底发布的政府数据造成了负面影响。该数据显示,销往欧洲90%的台湾产品已符合RoHS顺应的要求。</p><p>然而,该测试公司表示,某些台湾电子制造商却从指令中受益。他们包括覆铜层压板制造商ITEQ公司、LED(发光二极管)制造商华上光电公司及硅代工厂联华电子公司。</p><p>IST目前是台湾最大的生态电子产品测试和分析供应商,支配着约80%的国内市场。</p><p>资料来源及版权所有:CENS</p><p>Test and analysis lab Integrated Service Technology (IST) estimated around four to five listed Taiwanese electronics companies have been caught disqualified for RoHS (RestrICTIon of Hazardous Substance) directive and fined for the failures&#46;</p><p>The European Union (EU) put the directive into effect beginning July 1 this year&#46; The test company pointed out these disputed companies were each fined over NT$10 million (US$312,500 at US$1:NT$32) and one of them even faced NT$100 million (US$3&#46;1 million) worth of merchandise returned for poor performance in ITS lead-free products&#46;</p><p>However, the Ministry of Economic Affairs said it has not received any information on the reported cases&#46;</p><p>IST's executives pointed out that many Taiwanese have overlooked the impact of RoHS before RoHS was in position&#46; They noted a large number of error analysis contracts have swarmed their company, suggesting that Taiwanese manufacturers were facing real challenge from RoHS&#46;</p><p>The company's executives added that Taiwanese manufacturers have not heeded lurking unreliability resulting from lead-free process when they were busy shifting to the process&#46;</p><p>The reported disqualified cases put a damper on a government data released in late June this year&#46; The data showed over 90% of Taiwan's products bound for Europe were already RoHS compliant&#46;</p><p>However, some Taiwanese electronics manufacturers have benefited from the directive, the test company said&#46; They include copper clad laminate maker ITEQ Corp&#46;, LED maker Arima Optoelectronics Corp&#46;, and silicon foundry United Microelectronics Corp&#46;</p><p>IST is currently Taiwan's largest provider of test and analysis on ecological electronics, commanding around 80% of the domestic market&#46;</p>
