这些东东是IEEE出版物，看看图书馆有没有订阅相关的杂志，深圳图书馆有IEEE Transactions on EMC。其他的我不是很清楚了。

不过网上有不少好心的IEEE会员帮你下载的，要花一点心思去找。也不用花钱的。

IEEE的东西一直都很麻烦，还有好多标准我到现在也没有看见过“真”的。
